Prohibits retailers from selling video games containing "loot box" systems (randomized rewards or virtual items redeemable for randomized rewards) to persons under 18 years of age.

Requires video game providers to verify using commercially reasonable technology that update recipients are not under 18 years of age before adding loot box systems to existing games.

Mandates warning labels on all affected video games and updates, with "WARNING" in uppercase letters at least one-half inch (16-point font for electronic) and warning text in at least 3/32 inch (12-point font for electronic) with high color contrast.

Warning text must state: "Warning: This game contains a gambling-like mechanism that may promote the development of a gaming disorder that increases the risk of harmful mental or physical health effects, and may expose the user to significant financial risk."

Requires purchasers of games sold through electronic means to acknowledge the warning before purchase.
