Amends Minnesota Statutes section 363A.03, subdivision 43, to clarify the definition of sexual harassment under human rights law.

Specifies that sexual harassment includes unwelcome sexual advances, requests for sexual favors, or sexually motivated physical contact when submission is a term or condition of employment, public accommodations, public services, education, or housing.

Establishes that harassment includes conduct used as a factor in employment or housing decisions, or conduct that substantially interferes with an individual's employment, education, housing, or creates an intimidating, hostile, or offensive environment.

Clarifies that an intimidating, hostile, or offensive environment does not require the harassing conduct to be severe or pervasive.

Effective August 1, 2018, and applies to causes of action arising on or after that date.
