• Appropriates money from bond proceeds fund to the commissioner of public safety for a grant to Anoka County to predesign and design a Greater Twin Cities regional public safety training facility.

• Funds are available only after the commissioner of management and budget determines sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

• Authorizes the commissioner of management and budget to sell and issue state bonds up to a specified amount to provide the appropriated funds, following procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

• Becomes effective the day following final enactment.
