State auditor shall conduct a review of statutory and home rule charter city inspection fees and report findings with recommendations to legislative committees with jurisdiction over local government by February 15, 2019

Review must include all first class cities and a sampling of at least 20 second class cities from different areas of the state, with option to include additional cities for better analysis

State auditor must analyze the amount of fees charged, services for which fees are charged, how each fee was determined and its relation to services provided, and when fees are collected and accounted for in city financial reports

Review must include information on how city inspectors and employees who provide public information and issue permits are trained to ensure accuracy

Section becomes effective the day following final enactment
