Creates a new "driving privilege license" (class D, instruction permit, or provisional license) for persons unable to demonstrate legal presence in the United States through lawful admission, permanent residency, indefinite authorized presence, or citizenship.

Driving privilege license can only be used for driving purposes and cannot be used as identification, proof of legal presence or citizenship, or for voter registration.

Sets the fee for a driving privilege license at $17.25 for class D licenses, with no fees for higher classes (C, B, A).

Requires all applications for driver's licenses and identification cards to be made in department-approved format with proper fees and applicant signature under penalty of perjury.

Makes the bill effective January 1, 2019, for new licenses, permits, identification cards, and renewals issued on or after that date; directs election officials to be trained that driving privilege licenses cannot be used for voter registration.
