Requires the Minnesota Pollution Control Agency commissioner to analyze and consider cumulative levels and effects of past and current environmental pollution from all sources when issuing permits to certain facilities in first-class cities in Hennepl County.

Applies cumulative pollution analysis requirement to facilities located in communities meeting either Set 1 (within half mile of EPA superfund site with residential arsenic contamination, majority low-income persons of color and American Indians, disproportionate childhood lead poisoning/asthma rates, numerous air quality alert days between February 2007-2008, and near heavily trafficked highways) or Set 2 (within national river and recreational area between interstate and river, bordered by regional park with county state-aid highway bridge opened in 1987, two air monitoring stations exceeding state air quality standards in 2015-2017, and over 40 acres of city-owned land).

Permits the commissioner to revoke or modify permits whenever necessary to prevent or abate pollution.

Clarifies that county ordinances and land use controls remain enforceable despite state permit issuance for solid waste facilities.

Allows facility construction or modification to begin before the commissioner issues a construction permit, except where prohibited by federal law.
