Appropriates $1,550,000 from bond proceeds to the commissioner of transportation for a grant to Minnesota Commercial Railway Company to demolish and replace the existing railroad bridge over Rice Creek in New Brighton.

Grant is contingent on review and approval by Ramsey County and the Rice Creek Watershed District to ensure the project does not interfere with recreational use of adjacent park property or creek flows.

Requires Minnesota Commercial Railway Company to remove all structures related to the existing bridge, including pilings and footings, from the Rice Creek streambed during demolition, except where prohibited by permitting authorities.

Requires the railway company to enter into an agreement with Ramsey County granting access for construction and ongoing maintenance, and providing for repair of county trail damage from prior maintenance work and any future construction or maintenance activities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,550,000 to fund the appropriation.
