Amends Minnesota Statutes section 447.32, subdivision 1, governing hospital district board member terms of office.

Changes successor appointment process when a board member dies, resigns, fails to qualify, or moves from the district: successor is now appointed by the governing body of the city or town the departing member represents, or by the county board if the member was elected at large (previously appointed by majority of remaining board members).

When a city or town is annexed to the district, the newly appointed member's successor term is set by the hospital board to ensure no more than one-half plus one of the board's members have terms expiring in any single year.
