• Establishes the Prairie Island Net Zero Project with the goal of developing an energy system resulting in net zero emissions for the Prairie Island Indian Community.

• Commissioner of employment and economic development must enter into a grant contract providing $20,000,000 on July 1, 2018, and $5,000,000 each year for four years thereafter for renewable energy research, development, and implementation.

• Prairie Island Indian Community must submit a project plan by July 1, 2019, and annual progress reports from July 1, 2020, through 2023, detailing project implementation and fund usage.

• Appropriates $20,000,000 in fiscal year 2019 and $5,000,000 in each of fiscal years 2020, 2021, 2022, and 2023 from the renewable development account, with unused funds remaining available until spent.

• Effective the day following final enactment.
