Eliminates per diem living expenses for legislative members during regular or special sessions by removing language that authorized the senate and house to determine per diem amounts.

Limits legislative compensation to four components: salary prescribed by the Legislative Salary Council, state insurance benefit contributions, state retirement plan contributions, and augmented salary for leadership positions.

Preserves reimbursement for reasonable and legitimate expenses under existing statutes and house or senate rules or resolutions.

Takes effect July 1, 2019.
