Increases general education basic formula allowance to $6,438 for fiscal year 2019 and sets it at $6,312 for fiscal year 2020 and later.

Appropriates $7,227,809,000 for general education aid in fiscal year 2019, including $705,024,000 for 2018 and $6,522,785,000 for 2019.

Amends textbook and instructional materials cost provisions to replace reference to "clause" with "paragraph" in Minnesota Statutes section 123B.42, subdivision 3.

Modifies nonpublic pupil transportation aid calculations in section 123B.92, subdivision 9, to use the greater of zero or the ratio of current to second-preceding year formula allowances.

Removes special adjustment provision that required use of formula allowance minus $414 for fiscal years 2015 and 2016 in calculating textbook and transportation aid.
