Appropriates unspecified bond proceeds from the state transportation fund to the commissioner of transportation for a grant to Hennepin County and/or the city of Minneapolis for Cedar Avenue South reconstruction near 25th Street in Minneapolis.

Project scope includes predesign, design, engineering, and reconstruction of Cedar Avenue South and a pedestrian bridge, with optional demolition of the existing bridge and land acquisition to improve accessibility and public safety.

Requires design plans to be approved by the Little Earth of United Tribes housing corporation board of directors before any land acquisition, demolition, or construction activities proceed.

Authorizes the commissioner of management and budget to sell and issue state bonds in an unspecified amount to fund the appropriation, per Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
