Establishes the Native American juvenile crime prevention account in the special revenue fund with all money annually appropriated to the commissioner of public safety to administer grants.

Creates a grant program administered by the commissioner of public safety in consultation with the Little Earth of United Tribes Housing Corporation to reduce crime involving Native American youth in urban areas.

Awards grants to Native American-led nonprofit agencies based in Native American communities with experience serving Native American youth and families for projects providing intervention, prevention, and educational services including employment programs, counseling, mentorship, restorative justice programs, and community crime prevention patrols.

Requires grant recipients to submit annual reports by June 30 detailing services provided, expenditures, and evaluation of program success in reducing crime among Native American youth in urban areas.

Increases the firearm permit application processing fee submitted to the commissioner from $10 to $15, with $5 of the increase credited to the Native American juvenile crime prevention account.
