Amends Minnesota Statutes 2016, section 176.1351, subdivision 1, regarding certification of workers' compensation managed care plans.

Allows entities licensed under chapters 62C or 62D, or preferred provider organizations under chapter 72A, to apply to the commissioner for plan certification to manage quality treatment for compensable worker injuries and diseases.

Permits certified plans to require health care providers to accept payments less than charges established under section 176.136 as a condition of receiving referrals or becoming a participating provider in the plan.

Requires certification applicants to submit a reasonable fee deposited in the special compensation fund and provide a list of all health care providers and a description of service locations and delivery methods.

Certificates remain valid for the period prescribed by the commissioner unless revoked or suspended, and plans may be certified to provide services in limited geographic areas.
