Appropriates $14,925,000 annually for the economic development and housing challenge program under Minnesota Statutes, section 462A.33.

Reserves $1,208,000 each year exclusively for American Indian housing projects during the first 11 months of the fiscal year, with uncommitted funds available for other eligible activities.

Allocates $2,000,000 annually for the workforce housing development program under Minnesota Statutes, section 462A.39.

Provides $200,000 in the second year as a matching grant to the Little Earth of United Tribes Housing Corporation for fire damage repair costs.

Authorizes use of appropriation funds for construction or replacement of real property in Melrose affected by the September 8, 2016 fire, and for disaster assistance in area DR-4290 with a maximum loan of $20,000 per housing structure.
