Creates new Minnesota Statute 127A.20 establishing an evidence-based evaluation process for all prekindergarten through grade 12 grants awarded by the commissioner of education on or after July 1, 2018

Requires grant applicants to include a statement of goals aligned to Minnesota's world's best workforce framework and the federally required Every Student Succeeds Act accountability systems

Mandates applicants describe strategies to meet stated goals and include a plan to collect data measuring the effectiveness of those strategies

Requires grant recipients to submit a report within 180 days of grant period end that describes collected data, evaluates strategy effectiveness, and may propose alternative strategies based on results

Report must be submitted to the commissioner of education, relevant legislative committee chairs and ranking minority members, and filed with the Legislative Reference Library
