Proposes adding Article IV to the Minnesota Constitution establishing a constitutional right to organize labor unions, join them, and bargain collectively with public or private employers through an exclusive representative.

Defines collective bargaining as mutual obligation to negotiate in good faith regarding wages, hours, and terms and conditions of employment, but does not require either party to agree to proposals or make concessions.

Prohibits state and local laws from limiting collective bargaining rights, except the state may restrict strikes by state and local government employees.

Allows the legislature to set minimum employment standards but prevents those laws from restricting bargaining for wages, hours, and conditions exceeding those minimums.

Requires submission of the amendment to voters at the 2018 general election with a three-part ballot question addressing union organizing rights, invalidation of restrictive laws, and override of conflicting employment regulations.
