Establishes an eight-member legislative working group on early childhood programs consisting of four House members (two appointed by the speaker, two by the minority leader) and four Senate members (two appointed by the majority leader, two by the minority leader).

Members must be appointed by August 1, 2018, with the chair position rotating after each meeting between designees from the speaker and Senate majority leader.

Working group must study the legislative auditor's April 2018 evaluation report on early childhood programs and solicit input from state commissioners (human services, health, education), program providers, families, and county and school officials.

Working group must submit a report to the governor and relevant legislative committee chairs by January 15, 2019, including any draft legislation to improve Minnesota's early childhood programs system.

Working group expires January 16, 2019, and the law becomes effective July 1, 2018.
