Requires a five percent reduction in the University of Minnesota's Board of Regents operations and maintenance appropriation for the following fiscal year if the university uses a fellowship to train doctors in abortion procedures during an even-numbered fiscal year.

Requires a five percent reduction to the appropriation base for operations and maintenance for the following biennium if abortion procedure training fellowships are used during an odd-numbered fiscal year.

Effective July 1, 2018, and applies to actions taken in fiscal year 2019 and later.

Adds new section 137.48 to Minnesota Statutes and requires the commissioner of management and budget to implement the appropriation reductions.
