Prohibits physicians from performing abortions once a fetal heartbeat is detected, except in cases of medical emergency.

Requires physicians to test pregnant women with an abdominal ultrasound to determine if a fetal heartbeat is detectable before performing an abortion.

Defines "medical emergency" as any condition that necessitates immediate abortion to avert the pregnant woman's death or prevent serious risk of substantial and irreversible impairment of a major bodily function.

Establishes violation as a gross misdemeanor punishable by imprisonment for not more than one year or a fine of not more than $3,000, or both.

Effective August 1, 2018, and applies to crimes committed on or after that date.
