Authorizes Special School District No. 1 (Minneapolis) to permanently transfer up to $2,000,000 from its community education reserve fund balance to its undesignated general fund on June 30, 2018.

Transferred funds must be used exclusively for school support services, including mental health services.

Transfer must comply with the district's board fund balance policy to the extent practicable, unless funds qualify for eligible uses under Minnesota Statutes, section 124D.18.

Waives restrictions under Minnesota Statutes sections 123B.79, 123B.80, and 124D.20, subdivision 10 to allow the transfer.

Takes effect the day following final enactment.
