Commissioner shall prepare quarterly workforce reports on state employment levels expressing total employment in full-time equivalent positions (2,080 working hours per year), itemized by agency and by source of funds.

Quarterly reports must indicate changes from previous reporting periods, number of vacant positions within each agency if data available, and compare current employment levels with historical data from the previous ten fiscal years.

Reports shall account for all positions including full-time, part-time, temporary, and other employees, but exclude independent contractors from full-time equivalent position calculations.

Commissioner shall aggregate quarterly reports into a fiscal year report submitted to legislative committee chairs and ranking minority members with jurisdiction over state government finance no later than October 1 following each fiscal year.

Effective July 1, 2018, with first fiscal year 2018 report due to legislature no later than October 1, 2018.
