Creates a 10-member legislative study group to review the 2018 Office of the Legislative Auditor report on early childhood education in Minnesota and submit recommendations by February 1, 2019.

Study group composition includes five House members (three appointed by Speaker, two by minority leader) and five senators (three appointed by majority leader, two by minority leader), with committee chairs of education finance committees required.

Study group must evaluate effectiveness, efficiency, and coordination of childhood learning efforts and consider state tax code adequacy in recognizing costs of in-home and out-of-home child care and education.

Membership appointments must be completed by June 1, 2018, and the group expires February 2, 2019, unless extended by law.

Study group must consult with stakeholders including families and providers, and seek advice from local government officials and state commissioners of education, health, and human services.
