Prohibits school boards from charging fees for graduation caps, gowns, diplomas, and attendance or participation in any graduation ceremony or related event, effective for the 2018-2019 school year and later.

Adds graduation-related fees to the existing list of prohibited school district charges, which includes textbooks, supplies, field trips, instructional costs, library books, locker rentals, and transportation for students living two or more miles from school.

Allows school districts to charge fees only for textbooks, workbooks, and library books that are lost or destroyed by students, with annual notification required to parents, guardians, and students about this policy.

Requires all school districts to report all fees they charge to the commissioner of education by October 1, 2018.

Directs the commissioner of education to submit a comprehensive report to the legislature by February 1, 2019, including average student fees by district, total fees disaggregated by fee category, and accommodations provided for students qualifying for free or reduced-price lunch.
