• Commissioner of transportation must submit a report to legislature in collaboration with commissioners of revenue and management and budget on Minnesota transportation revenues and expenditures.

• Report must analyze transportation revenue sources including geographic and per-capita breakdowns, and constitutional and statutory funding formulas with five-year spending history under each formula.

• Report must detail expenditures for transportation activities on geographic and per-capita bases, and provide current count of roadways with two or more paved lanes by county.

• Report must project the cost to meet Minnesota's transportation needs, including factors for congestion relief and labor costs to maintain existing assets and expand for future needs.

• Report submission deadline is January 1, 2019, with effective date the day following final enactment.
