• Authorizes adults 21 years or older to possess up to one ounce of marijuana, purchase from retail stores, and consume marijuana products, effective January 1, 2021.

• Establishes licensing and regulatory framework for marijuana establishments including cultivation facilities, product manufacturing facilities, testing facilities, and retail stores, with Commissioner of Health adopting rules by January 1, 2021.

• Imposes a sales tax on retail sales of marijuana, marijuana products, and marijuana accessories at a rate to be specified, effective for sales after December 31, 2020.

• Prohibits persons under 21 from working in marijuana establishments, prohibits marijuana smoking in violation of clean indoor air standards, and prevents marijuana and marijuana products in public schools.

• Allows local governments to adopt more restrictive regulations but prohibits them from imposing criminal penalties on authorized marijuana possession, use, or consumption; establishes a Board of Public Health Professionals to advise on marijuana regulations.
