Appropriates $4,000,000 from bond proceeds to the commissioner of transportation for a grant to the Minnesota Valley Regional Rail Authority for railroad track rehabilitation between Winthrop and Hanley Falls.

Grant funds may also cover environmental documentation and remediation, predesign, design, and bridge rehabilitation or replacement with new bridges or culverts in the project area.

This appropriation is in addition to previous grants made under Minnesota Statutes sections 222.46 to 222.62 and prior legislative appropriations from 2006 through 2015.

Authorizes the commissioner of management and budget to sell and issue up to $4,000,000 in state bonds to fund the appropriation, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
