Appropriates $14,500,000 from bond proceeds to the commissioner of administration for phase 2 improvements to the Minnesota sex offender program facilities on the lower campus of St. Peter Regional Treatment Center.

Funds renovation and equipment of the north wing of Green Acres building; the west, south, and north wings of Sunrise building; and the Tomlinson building.

Includes money for replacing or renovating HVAC, plumbing, electrical, security, fire and life safety systems; replacing windows and doors; addressing building code deficiencies; and abating asbestos and other hazardous materials.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $14,500,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
