Board of Teaching must issue an academic and behavioral strategist license to special education teachers meeting board-established requirements.

Licensed teachers are authorized to provide evaluation and specially designed instruction to children and youth with disabilities from kindergarten through age 21 with mild to moderate needs in academics, behavior, social, emotional, communication, and functional performance.

License is issued for a five-year term and is renewable according to the same rules as other professional five-year teaching licenses.

Board may use expedited rulemaking process to establish rules for this license.

Candidates holding valid academic and behavioral strategist licenses under existing Minnesota Rules may apply for renewal under the new statutory provisions.
