Establishes a pilot program allowing groups of two or more school districts to partner with postsecondary institutions, community organizations, and workplace partners to deliver integrated career and technical education programs leading to industry certifications.

Requires participating districts to develop plans that include collaborative educational goals, implementation strategies with budgets, performance assessments in authentic settings, implementation timelines, and other applicable conditions and regulations.

Mandates participating districts submit biennial reports by February 1 in odd-numbered years to the legislature and education commissioner containing performance assessment, graduation, and career certification data.

Requires the education commissioner to convene an advisory panel and may select up to six qualified applicants by April 1 of any year to participate, ensuring equitable geographical distribution and full compliance with program requirements.

Commissioner must submit an interim project report by February 1, 2016, and a final report by February 1, 2019, recommending whether to continue or expand the pilot project.
