Appropriates $70,255,000 from the bond proceeds fund to the commissioner of administration for the second phase of improvements and expansion of the Minnesota Security Hospital at St. Peter Regional Treatment Center.

Funding covers design, remodeling, construction, furnishing, and equipping of new and existing residential, program, activity, and ancillary facilities on the upper campus.

Project includes demolition and renovation of existing space, construction of new space, fire and life safety upgrades, building code deficiency corrections, HVAC and electrical system replacement, window and door replacement, asbestos abatement, and site work.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $70,255,000 pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective date is the day following final enactment.
