Authorizes issuance of disability plates to owners of motorized bicycles who are permanently physically disabled or custodial parents/guardians of disabled minors, consistent with existing provisions for motorcycles and other vehicles.

Limits commissioners to issuing one disability plate per motorized bicycle owner unless the state Council on Disability approves issuance of a second plate.

Specifies that disability plates for motorized bicycles must be the same size as regular motorcycle plates and display the internationally accepted wheelchair symbol visible from 50 feet away.

Allows disability plates issued for motorized bicycles to be transferred to replacement motorized bicycles if the vehicle is owned or primarily operated by the permanently disabled person.

Makes amendments to parking privilege provisions under section 169.345 to apply the same rules to motorized bicycles as to motorcycles regarding certificate display and parking benefits, effective January 1, 2018.
