Establishes the Legislative Budget Office under control of the Legislative Coordinating Commission to provide the house and senate with nonpartisan, accurate, and timely information on the fiscal impact of proposed legislation.

Appoints a director serving a six-year term who may only be removed during a term for cause after a public hearing; director may hire necessary staff.

Transfers fiscal note preparation responsibilities from the Commissioner of Management and Budget to the Legislative Budget Office, with all state departments and agencies required to supply information upon request.

Requires the Legislative Budget Office to prescribe uniform procedures for fiscal notes and to coordinate development of local impact notes for proposed legislation upon request of legislative committee chairs.

Appropriates funds from the general fund to the Legislative Budget Office for implementation, available until expended.
