Appropriates $4,985,000 from the state airports fund in fiscal year 2017 to the commissioner of transportation for a grant to the city of Rochester for terminal building improvements at Rochester International Airport.

Funds design, rehabilitation, demolition, and expansion of the existing passenger terminal building to meet United States Customs and Border Protection and Transportation Security Administration standards for safety, security, and processing time for domestic and international flights.

Eligible work includes site preparation, relocation and modification of ticket counters and baggage claim devices, remodeling of public spaces and offices, restrooms, equipment storage, hallways, building signage, hold rooms, and building engineering and technology systems.

Authorizes improvements to exterior areas including utilities, sidewalks, driveways, parking lots, and aircraft aprons, as well as construction of covered exterior equipment storage.

Allows the commissioner of transportation to waive requirements under Minnesota Statutes, section 360.305, subdivision 4, paragraph (b) for purposes of this appropriation.
