• Establishes reimbursement program for counties and tribes for out-of-home placement costs of Indian children under the Indian Child Welfare Act (ICWA), with new law in Minnesota Statutes chapter 477A.

• Requires counties to report to commissioners of human services and corrections the amounts paid for ICWA out-of-home placements from their social service and corrections budgets for calendar years 2013-2015 by July 1, 2017, and biennially thereafter.

• Provides reimbursement aid to counties beginning in 2018 based on each county's proportionate share of nonfederal out-of-home placement costs, calculated from the three prior certified calendar years.

• Provides reimbursement aid to tribes equal to the greater of either 5 percent of average federal reimbursement received for out-of-home placement costs over three calendar years or $200,000.

• Appropriates an amount sufficient to pay aid under this section annually from the general fund, with the commissioner of revenue computing and certifying payment amounts by August 1 each year.
