Amends Laws 2015, chapter 75, article 1, section 3, subdivision 3 to modify state road appropriations for fiscal years 2016 and 2017.

Increases Operations and Maintenance appropriation from $288,405,000 to $290,916,000.

Decreases Program Planning and Delivery appropriation from $237,529,000 to $231,252,000, with $900,000 annually for transportation studies outside the metropolitan area.

Increases State Road Construction appropriation from $744,166,000 to $849,166,000, including $10,000,000 annually for the transportation economic development program.

Increases Highway Debt Service appropriation from $197,381,000 to $231,199,000 for state bond fund transfers.
