• Establishes a new Professional Educator Standards Board with 13 members appointed by the governor with senate approval, including 7 teachers, 1 higher education faculty member, 1 school administrator, 1 community education director, 1 HR professional, and 2 public members.

• Transfers all powers, duties, and responsibilities of the Board of Teaching related to teacher licensing to the new Professional Educator Standards Board effective January 1, 2018.

• Board members serve staggered 3-year terms with 5 members' terms expiring January 1, 2019, 4 expiring January 1, 2020, and 4 expiring January 1, 2021.

• Members do not receive daily compensation but employers must not reduce compensation or benefits for board service; the board may reimburse school districts for substitute teacher costs.

• Repeals Minnesota Statutes sections 122A.07, 122A.08, and 122A.09, subdivision 3 relating to the former Board of Teaching, and appropriates funds from the general fund for fiscal years 2018 and 2019.
