Requires school districts to identify students not reading at grade level in kindergarten through grade 2, and students in grade 3 or higher with reading difficulties, using screening tools recommended by a department dyslexia and literacy specialist.

Mandates districts annually report to the commissioner by July 1 a summary of efforts to screen and identify students with dyslexia and convergence insufficiency disorder.

Requires the Department of Education to employ a dyslexia and literacy specialist with minimum three years of field experience to provide technical assistance and serve as primary information source for schools addressing dyslexia and related disorders.

Establishes a grant program funded by the commissioner of education to support teacher professional development in dyslexia, with the state paying all or part of tuition, fees, and materials costs.

Requires students identified as unable to read at grade level receive alternate instruction that is multimodal, systematic, sequential, cumulative, and explicit, with intervention continuing after grade 3 until student reaches grade level.
