Allocates up to $50,000,000 annually from general fund surpluses in February forecasts to a new corridors of commerce account in the trunk highway fund.

Establishes a corridors of commerce account in the trunk highway fund consisting of funds from general fund allocations and other donated or transferred money.

Appropriates $300,000,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for the corridors of commerce program for trunk highway construction, reconstruction, and improvement.

Authorizes the commissioner of management and budget to sell and issue up to $300,000,000 in state bonds with proceeds deposited in the trunk highway fund bond proceeds account.

Modifies budget reserve and additional revenues prioritization procedures, effective July 1, 2017, to account for the new corridors of commerce funding mechanism.
