Authorizes the Minnesota Department of Public Safety to issue special law enforcement memorial license plates for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational motor vehicles.

Requires applicants to pay a $10 additional fee per set of plates, contribute $25 upon initial application and a minimum of $5 annually to the Minnesota law enforcement memorial account, and comply with standard vehicle registration requirements.

Designates plate design to include a black line with blue lines of equal proportion above and below, representing the "thin blue line" symbol.

Allows plate transfers to another qualified vehicle registered to the same individual for a $5 transfer fee.

Deposits contributions into the Minnesota law enforcement memorial account in the special revenue fund, with funds appropriated to the commissioner of public safety for administrative costs and distribution to the Minnesota Law Enforcement Memorial Association to assist families and agencies of officers killed in the line of duty.
