Modifies free state park pass eligibility for active military members to include those serving in any branch, unit, or reserve component of the United States armed forces, and extends the benefit to state National Guard members and their dependents.

Replaces the requirement to present current military orders with acceptance of qualifying military identification or an annual federal military pass issued through the National Parks and Federal Lands Pass Program.

Authorizes the commissioner to establish qualifying military identification standards by written order published in the State Register, exempting the process from standard rulemaking provisions.

Extends free annual park permits to veterans with total and permanent service-connected disabilities, and free daily permits to resident veterans with any level of service-connected disability upon presentation of validation from the U.S. Department of Veterans Affairs or Department of Defense.

Permits the commissioner to issue free daily vehicle permits to individuals qualifying under these provisions who do not own or operate a motor vehicle.
