Authority may enter into management contracts or lease agreements with a Minnesota nonprofit corporation to design, develop, and operate a dairy research and education facility.

Facility must accommodate housing for bred and lactating animals, milking parlor, automatic milking systems, classrooms, dairy processing facility with retail, visitors' center, student housing, laboratory facilities, anaerobic digester system for energy research, and feed storage space.

Directors or officers of the authority who are also directors, officers, or members of the nonprofit corporation partner may participate in and vote on board decisions regarding management contract and lease agreement terms, notwithstanding conflict of interest provisions.

Expiration deadline for site identification and acquisition extended from August 1, 2017 to August 1, 2020; if site is not acquired by that date, the dairy research authority law is repealed.
