Appropriates $65,000,000 from the bond proceeds account in the trunk highway fund to the Commissioner of Transportation for construction of an underpass at the intersection of marked Trunk Highway 65 and Anoka County State-Aid Highway 12 (109th Avenue Northeast) in the city of Blaine.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $65,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds (except accrued interest and any premium from bond sales) to be deposited in the bond proceeds account in the trunk highway fund.

Takes effect the day following final enactment.
