Appropriates $132,440 from the general fund to the Department of Education for fiscal years 2018 and 2019 to the African American Registry.

African American Registry must use grant funds to establish partnerships with Metropolitan State University and University of St. Thomas to improve cultural competency of first-time teaching license candidates.

African American Registry must submit annual detailed reports to the legislature by January 15 each year, including the number of teachers prepared with the grant funds.

The bill becomes effective the day following final enactment.
