$250,000 is appropriated from the bond proceeds fund to the commissioner of administration to design and construct a memorial in the Capitol area honoring all Minnesota Medal of Honor recipients.

Appropriation is contingent on the commissioner of management and budget determining that at least $250,000 in nonstate funding is committed to the project and sufficient resources exist to complete it.

The commissioner of management and budget is authorized to sell and issue state bonds up to $250,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

The bill becomes effective the day following final enactment.
