Appropriates $10,000,000 from bond proceeds to design, construct, furnish, and equip a veterans home in Fillmore County providing continuum of care including skilled nursing care.

Authorizes the commissioner of veterans affairs to establish a veterans home with up to 140 beds for eligible veterans and their spouses.

Requires the state to cover all operating costs for the veterans home exceeding revenue and federal funding.

Allows the commissioner of administration to accept contributions of land or money from private individuals, businesses, local governments, veterans service organizations, and other nonstate sources for matching federal funding.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the appropriation, effective the day following final enactment.
