Amends Minnesota Statutes section 120B.232, subdivision 1 to establish character education as the shared responsibility of parents, teachers, and community members supporting positive character development.

Encourages school districts to integrate or offer instruction on character qualities including attentiveness, truthfulness, respect for authority, diligence, gratefulness, self-discipline, patience, forgiveness, respect for others, peacemaking, and resourcefulness into existing programs and curriculum.

Requires the commissioner of education to provide assistance at a district's request to develop character education curriculum and programs.

Permits districts to offer a voluntary program incorporating the history and values of Congressional Medal of Honor recipients as part of social studies, English language arts, or other curriculum, as a schoolwide character building initiative, or as an after-school program.
