Amends Minnesota Statutes to define "electronic access data" as data collected about a person's access to government entity computers by non-employees or non-contractors, and defines "cookie" as data placed on a user's computer by government-operated systems.

Classifies financial information submitted by businesses applying for small, small minority-owned, small woman-owned, or veteran-owned business certification as protected data under existing data practice laws.

Directs the Legislative Commission on Data Practices and Personal Data Privacy to study and recommend options for expanding public access to legislative records and meetings by December 15, 2018.

Requires the study to examine current legislative access practices, experiences of other state legislatures, potential benefits and risks to the legislative process and constituents, and administrative impacts including costs and staffing needs.
