Modifies Route No. 259 to extend from Statutory Route No. 100 near Henderson to Statutory Route No. 123 near Le Sueur, effective upon agreement between transportation commissioner and Le Sueur County for jurisdiction transfer of Legislative Route No. 123.

Allows commissioner to convey unused or divided Department of Transportation lands to abutting landowners or sell to highest bidder through public notice, with option to use licensed real estate broker if lands remain unsold after public sale.

Enables commissioner to offer remaining unsold lands to any qualified buyer at the minimum public sale bid, continuing until all eligible lands sell or commissioner withdraws remaining lands from sale.

Authorizes commissioner to convey McKinstry Mounds and McKinstry Village site properties in Koochiching County along Trunk Highway 11 to Minnesota Historical Society at no cost for historical preservation purposes.

Removes Legislative Routes No. 101, 123, and 225 from the trunk highway system upon satisfaction of jurisdictional transfer agreements with respective counties.
