Commissioner of agriculture must provide grants to owners of private domestic wells contaminated with nitrates or pesticides for costs of upgrading, replacing, or treating wells and capping wells.

Well owners must demonstrate nitrate levels exceed 10 parts per million, or exceed 3 parts per million if the primary water source for a child under 18, pregnant woman, or woman intending to become pregnant, and must allow inspection and testing.

Commissioner of management and budget authorized to sell and issue revenue bonds to fund the assistance program, with debt service payable from fertilizer inspection account and pesticide regulatory account revenues.

Bonds issued are not public debt and are not backed by state tax revenue or the full faith and credit of the state; payment limited to pledged account revenues.

Appropriations authorized for bottled water emergency assistance in fiscal year 2018 from fertilizer inspection and pesticide regulatory accounts to eligible well owners.
